Can't change champion priority for picks or bans. This is probably not a bug and just that its not coded for tablets and mobile devices but i am hoping that this will be added eventually.

Yeah , sorry it doesn't work at this point on tablets or mobile. Although this is in the to-do list and will be fixed at some point.
