2nd but still in same division?

I ended last season as 2nd but now i get a notice that i remain in the same division? Why is that?

Only the first teams got promoted. Just as planned. Nothing wrong here.

Exactly, but i wonder whether inactives in higher divisions getting kicked and filled up with second place teams

Inactive teams were removed from the game :)
