The official tournament should adjust according to the number of players. Right now there aren't lots of players, so everybody is League 3 and above. But that doesn't mean that everybody should be in the same tournament though. Also since everybody is League 3 and above now, shouldn't there be an adjustment done to the League system too so the higher up peeps will feel rewarded?
