Why all the teams have been promoted to the higher league? (from 7 to 6)

New season! Everyone has two matches with every other player in their league and afterwards the best players are promoted to higher leagues. This marks a new season. However, because there are so many empty spots in the sixth league pretty much everyone got a promotion ^^

I'm talking about something that all players (even those who went 0 wins porzheny 18) were promoted to the 6th Division

Yeah, that's part of what I'm saying. League 6 had more open spots than there are players so everyone got promoted. The way Leagues are set up is the first one has 10 open spots, the second one has 20 (I think) and so on. Only when we reach Divisions with fewer openings than players will we get some players getting promoted and others not.
EDIT: I'll just add that this is because there are no placement games in LolManager so everyone starts at the bottom and has to slowly inch their way to the top where all the real fun begins
