I want to know whether higher leagues have higher elo players/teams? Or did everyone start with 1200 like league 7 does?

Everyone started in Division 7 with 1200 Elo. the first changes will likely happen after 8 this evening as there will be the first daily update and the first time games will be sheduled. After the first League Season (18 days) every Division down from the first will be filled with the best Teams by Team Ranked Elo, League Result and Hidden Elo (Sandbox Games + all the before mentioned).

Yes in division 7 everyone started with 1200, but what about division 6 to 1? do they start with higher average elo?

Nobody is in these. Only 7th Div exists atm to give everyone the same start. The other 6 Divs get filled after the first season by the above mentrioned "rules".
