Why does players CS so poorly? It's not even half of the players cs's in real life...

The "Elo" is misleading. These players are by no means that good. They are nearly all bronze level players based on stats right now. However, the stat that is directly correlated is the technical stat. As that goes up, so shall their cs.

As Arian said, "Tech" has everything to do with farming. The higher the Technique is - the better the player farms.
